Are “Elegant Expressions” fragrance oils safe for perfume-making?

They say not to allow contact with skin which makes me think “not safe”, but I guess I don’t know if putting it in alcohol would change this. Guess I can test it on myself.. but I’d rather not turn angry red.

So I looked up these guys and their products and it looks like they have a line of skin and bath and body products that don’t include fragrance oils. And they have a home scent line with fragrance oils for reed diffusers and oil diffusers. Judging by the fact that these look like fragrance oils meant to be used for Home Fragrance, I’m going to say no, you can’t use these to make perfumes.

The reason being that these are fragrance oils graded for home scent use and not cosmetic use. Which means they either haven’t been tested for use on human skin, or aren’t made of components that are of the minimum required quality to safely use on the skin. So no, you shouldn’t make these into perfumes because they cannot be guaranteed to be safe for skin use no matter how you dilute them.
